What Makes a Good System Security Plan (SSP)?

A Guide for CMMC Compliance

In today’s evolving cybersecurity landscape, the U.S. Department of Defense (DoD) requires contractors and subcontractors within the Defense Industrial Base (DIB) to prove their ability to protect Controlled Unclassified Information (CUI). A critical part of this requirement under the Cybersecurity Maturity Model Certification (CMMC) is having a well-documented System Security Plan (SSP).

An SSP is not simply a compliance checkbox—it is a foundational document that reflects your organization’s approach to safeguarding sensitive data. For companies aiming to meet CMMC requirements and maintain eligibility for DoD contracts, developing a high-quality SSP is non-negotiable.

 

What is a System Security Plan (SSP)?

A System Security Plan is a formal document that outlines how an organization implements and manages its security controls to protect information systems. It describes the operational environment, details the implemented security requirements, and assigns accountability for the protection of CUI.

At a minimum, an SSP should contain:

  • A comprehensive description of the system architecture

  • Security controls currently in place

  • The scope and boundaries of the system

  • Organizational roles and responsibilities

  • Applicable standards and frameworks (such as NIST SP 800-171)

  • Supporting policies and procedures

This document must be regularly reviewed and updated as your systems, risks, or organizational structure change.

 

Characteristics of a Strong SSP

A good SSP not only meets compliance standards but also provides a clear and accurate representation of your organization’s cybersecurity posture. Below are key characteristics that define a well-developed SSP:

1. Accurate and Comprehensive Content

Your SSP must fully describe each of the required security controls and how they are implemented within your environment. It should include:

  • Detailed explanations of configurations, technologies, and tools used

  • Documentation of how processes are executed

  • Evidence of control enforcement, such as logs, reports, or screenshots

Incomplete or vague responses can signal to assessors that your organization may not fully understand or follow the required practices.

2. Organization-Specific Information

An effective SSP should be tailored to your company’s actual infrastructure and business operations. Generic templates or boilerplate language often fail during audits because they do not reflect real-world implementations.

Be sure your SSP documents:

  • Your actual network topology and data flow

  • Cloud and on-premise components

  • Dependencies on third-party services or tools

  • Unique risks, such as remote work or legacy systems

3. Clear Assignment of Responsibilities

Each control or group of controls should have a designated owner. The SSP must identify specific personnel or teams responsible for the implementation, maintenance, and oversight of controls. This level of accountability helps ensure that actions are assigned, tracked, and measurable.

Include:

  • Contact information for responsible personnel

  • Defined roles (e.g., system administrator, compliance officer, security analyst)

  • Escalation or reporting procedures

4. Aligned Policies and Procedures

Controls documented in the SSP must be supported by enforceable policies and operational procedures. If your SSP states that you monitor systems daily for unauthorized activity, there should be a written and approved procedure that outlines how this is done, by whom, and using which tools.

Auditors will often request to see this documentation as supporting evidence. Lack of alignment between the SSP and internal policies is a common reason for assessment delays or failures.

5. Evidence of Ongoing Maintenance

A strong SSP is not static. It must evolve with changes in your systems, personnel, threats, and business operations. Regular updates are expected, especially after:

  • System upgrades or new deployments

  • Organizational changes in IT or security leadership

  • Security incidents or audit findings

  • Shifts in compliance requirements

Maintain a version history and document every change to demonstrate that your SSP is actively maintained.

 

The Importance of a POA&M

If your organization has not yet implemented all necessary controls, your SSP should be accompanied by a Plan of Action and Milestones (POA&M). This document outlines:

  • Which controls are not fully implemented

  • Why they are not yet implemented

  • Planned remediation steps

  • Assigned personnel

  • Estimated completion timelines

Together, the SSP and POA&M offer a complete picture of your current security posture and your plan to achieve full compliance.

 

Risks of a Weak or Incomplete SSP

Failing to properly develop and maintain your SSP can result in:

  • Delayed or failed CMMC assessments

  • Ineligibility for DoD contracts and subcontracts

  • Reputational damage and loss of trust with partners

  • Increased risk of cybersecurity incidents

The SSP is often one of the first documents reviewed during an audit. Its quality can influence the direction of the entire assessment.
